Tiered Winery Rural Residential Expansion – Planning Commission Hearing
About the Event
Dear Interested Community Members,
On October 16, 2026, the County of San Diego’s Planning Commission will consider proposed amendments to the Zoning Ordinance associated with the Tiered Winery – Rural Residential (RR) Expansion. These amendments expand eligibility for Wholesale Limited, Boutique, and Small Winery tiers within RR zones, expand allowable tasting and retail sales areas, and revise standards for outdoor amplified music at Boutique Wineries. The amendments also incorporate clarifications and operational refinements that support small agricultural operators and strengthen compatibility with rural communities.
This update to the Tiered Winery Zoning Ordinance (Section 6910) was in response to direction from the Board of Supervisors on February 28, 2024 with additional direction given on February 11, 2026.

Planning Commission Report
The full Planning Commission report will be published on the Planning Commission website prior to the hearing date. Scroll to the bottom of the page under “10/16/2026 - Supporting Documents” for links to the hearing documents.
The Planning Commission will be asked to make a recommendation to the Board of Supervisors for their consideration at an adoption hearing. The Board hearing is tentatively scheduled for December 9, 2026. Additional notification will be sent when the Board hearing date is confirmed.
